Vice Chairman of CSSC: Chairman of the Resources Committee (Volunteer role)

Appointment title: Member of CSSC Board as an Officer and a Vice Chairman of CSSC, Chairman of the Resources Committee

Length of appointment: Four years  
Time commitment: Two Resources Committee meetings per year and approximately 2 days per month for emails, meeting preparation and meetings with the Board and other sub-committees. 
Remuneration: None, this is a volunteer post for which there is no remuneration
Expenses: Travel and subsistence  
Organisation: CSSC is a registered society under the Co-operative and Community Benefit Societies Act 2014, owned by its members. We provide sport and leisure opportunities for public servants throughout the UK ranging from international level sport to theatre trips and taster sessions to family fun days. We manage health and fitness centres in government buildings, as well as owning sports grounds and fishing and sailing waters. There are 60 Head Office staff located mainly in High Wycombe but most CSSC activities are run by volunteers, of which we have at least 2,000.  CSSC has c130,000 members and is funded primarily by subscriptions plus a small grant from the Cabinet Office. We have four trading subsidiaries and a separate company which operates health clubs and small sided soccer sites. 
Role specification: Officers and the Board
The Board is chaired by Jon Thompson, Chief Executive & Permanent Secretary of HM Revenue & Customs, and comprises the volunteer Officers (three Vice Chairmen and an Honorary Treasurer) appointed by the Board, 12 elected volunteer members and the CEO.  The Board is responsible for the management of CSSC and meets 3 times a year, though there is some out-of-meeting business, particularly amongst the Vice Chairmen in their role of supporting the CEO. Much of the work of the Board is carried out through two main committees - the Resources Committee and the Sports and Leisure Committee both chaired by Vice Chairmen.
As a Vice Chairman and member of CSSC’s Board your duties will be: 
  • To contribute to the Board’s strategic direction of CSSC by determining the vision, mission, strategic plan and setting overall policy, defining goals and evaluating performance 
  • To ensure that CSSC and its constituent bodies carry out their activities in a proper manner consistent with policies, standards and values
  • To enhance CSSC’s public image and to act  as an ambassador for CSSC 
  • To ensure that CSSC complies with its governing documents, company law, and any other relevant legislation  
The Resources Committee 
The Resources Committee is responsible for:
  • Oversight of the preparation of budgets for revenue and capital expenditure, and monitoring compliance
  • Recommending the annual financial statement and the annual Operational Plan to the Board for approval
  • Oversight of the Society’s income, including proposals and schemes for increasing that income
  • Making recommendations to the Board as appropriate on financial matters, including grant and proposed subscription rates and the application of surpluses
  • Approving the acquisition and disposal of property
  • Appointing an auditor to fill a casual vacancy
  • The use of the Society’s seal 
  • Oversight of the finances of constituent affiliated bodies
  • Appointment of sub-committees and ad hoc committees
  • Ensuring that any expenditure within its direct control is within the financial and policy limits of the appropriate budget
As Chairman of the Resources Committee you will work closely with the Chief Finance Officer and the Honorary Treasurer in the effective governance of CSSC and will help to set its agenda.

The main responsibilities of the Chairman are to:
  • Safeguard the financial viability and integrity of CSSC and its subsidiaries
  • Protect the property and other assets of CSSC
  • Support the Chief Executive and other Head Office staff
